Findings from the most recent inspection of a High Support Unit in Dublin North East by independent watchdog, The Health Information and Quality Authority (HIQA), highlight grave concerns for the welfare of vulnerable children.
EPIC has concerns about a number of issues including; units being locked in an ‘institutionalised’ manner, a high level of unauthorised absences and issues around fire safety. As a service provider, EPIC is aware of the positive relationships between children and staff and the dedication and expertise of staff. Nonetheless, it is clear from this report that the unit fails to meet the safety needs of these children.
Speaking following the publication of the report, Director of EPIC, Jennifer Gargan made the following comment:
“The findings of this report show the need for increased special care places for children with complex needs. There is a commitment by the Office for Children and Family Services for additional special care places to become available, however this must now be prioritised as a matter of urgency.
EPIC is also concerned about the impact of the closure of high support units for children with high levels needs who do not need placement in special care. These children’s needs cannot be adequately met in mainstream residential services.”
EPIC strongly believes that early intervention for children and families at risk should be prioritised in order to prevent the escalation of problems which require a greater level of resources and are more difficult to address at a later stage.
